This questions might tricky for those who love Sambalpuri/Koshali song so much. As per my knowledge is concerned I don't find any Vulgarity in any of the Sambalpuri/Koshali songs. 

Just go to any music parlor or search on internet about Sambalpuri/Koshali song and listen to the music carefully you will find the richness of sweet sounds, but I could understand that you didn't understand the language that's ok. 

Don't need to Understand just listen to the music if you will still find any vulgarity in it then we consider you as an outsider or who don't love other language or other culture, having the ideas of 'India is a multilingual country'. 

Let me tell you one thing there are Koshali words that seem likes there is no respect in the words like ''Tui Kana Be'' that's not the case. But how Sambalpuria/Koshali people use those term in day to day basis there is any difference.

Rangabati is arguably the most popular recorded song in Odisha. Male singer (Jitendra Haripal) of this song has received Padma Shri award in the year 2017. 

The song was first recorded for All India Radio in the mid-1970s. After its popularity, a record company from Kolkata (then Calcutta)- Indian Record Manufacturing Company Ltd (INRECO), recorded the song in 1976. The disc release was delayed because of some dispute and finally, it was released in 1978–79.[1]

 The Sambalpuri song was written by Mitrabhanu Gauntia and composed by Prabhudatta Pradhan and sung by Jitendra Haripal and Krishna Patel.[2] In the 1970s and 1980s, the song gained popularity for being played in marriage procession and murti immersion.[3] The song got official recognition as it was played in the tableau of Odisha as part of the Republic Day (India) celebration in New Delhi in 2007.

Background:

"Rangabati re rangabati" is a popular folk song in the sambalpuri dialect of Odia language.

The original song was recorded for All India Radio in the 1970s and became widely popular at a time when the transmission was limited to coastal districts and few substations in western Odisha.

 In 1979/80 it became the first song of India broadcasted in BBC London and VOA America.M ost of the credit goes to the melodious music (written by Mitrabhanu Gauntia, composed by Prabhudatta Pradhan and sung by Jitendra Haripal and Krishna Patel.) and use of folk instruments  (dhol,Nishan jhanj and muhuri) which gave an instant flavour of Odia roots and identity.

Rasarkeli song (savor of erotic taste), Jaiphula (a flower), Bhamara song (black bee song), Gua-nadia geet (betel nut-coconut song), Nialmalli (a combination of two flowers), Dalkhai song (leaf eater song) are the songs sung by both the young boys and girls. Rasarkeli song represents the intense love and attraction of a male towards a female. 

The male addresses a female as ‘Rasarkeli’ which literally means the store of erotic savor Jaipuhula (one petalled Jasmine) and Nialimalli are the names of the flowers. 

The combination of the Niali flower with Malli (Jasmine) symbolizes the close and undivided friendship in between the companions. So one friend addresses the other as Jaipuhula or Nialimalli.

 All the songs, thus, represent the deep love and relationship between the companions. Bhamara geet is especially sung by the females only to tease and disrepute the males. The eternal relationship of a black bee with the flower is a well-known allegory in Indian aesthetics. 

The lustful character of a black bee indulged with many of flowers is the symbol of a lustful adulterer. The Bhamara song of Kalahandi represents the above sense of poetic expression.

The gua-Nadia geet is also an interesting song found in this locality. Gua means betel nut and ‘nadia’ means coconut.

Sajani (addressed by one girl to her companion) is a song of conversation in between two girl companions.

All these songs are based on eternal love. The joys and sorrows of human feelings have been reflected in it. The sweet and emotive feelings of the lovers of both the sexes are portrayed in the above songs in a simple and lucid manner.

I am from western Odisha and I enjoyed moves like Shesha Drushti, Biswaprakash, Aranya Rodana, Shesha Shrabana, Luchakali (Commercial Odia Movie but the good direction by Susant Muni ), Urban educated Western folk regularly never watch Odia move. If something has art touch and good direction then we watch that Odia moves.
Personally, I believe we do have good potential to devolve finest movies in India. But the film makes need to change the way of making movies. They should target the young educated folk also. And always big budget is not required. The best example is Manipuri movies. It’s the tiniest state but they produce very good art movies with least budget.
